Scouting report
Carter was a project when the Sox drafted him in the 13th round in 2008. He had a ‘live arm’ with questionable mechanics and sub par college results. As a pro, it’s been a completely different story. Carter has been an absolute K machine and has improved his control. He is a great example of what a couple changes in a delivery can do for a guy. Carter uses his height and a high release point to get a good downward angle on his pitches. His fastball typically sits in the 91-93 range and he has a good curveball that has become more consistent. His delivery still needs improvement and his changeup is a work in progress, but Carter has a good upside, especially for a 13th rounder.
Major League Outlook: #4 starter with possibly more upside than that
